Concurrent Planning
The bonding between a child and an adult is crucial for normal bonding.
They need the love and support that comes with positive family surroundings.
Sadly, children in foster care were being left in a "State of  Limbo", not belonging to a family.
Through legislation, a plan known as "Concurrent Planning" was developed. The goal in this plan is to work towards family reunification, while at the same time developing an alternative permanent placement plan, preferably, within the extended family. If within a year, the family is unable to reunify, the court system needs to make permanent plans for the child / children. They will be given a permanent family life through adoption or guardianship. In this case the relative or foster parent that has been caring  for the child has first option to adopt the child / children.
